Lubbock Power & Light is transitioning to retail electric competition. Customers will be able to shop for and select a retail electric provider that best meets their needs.

As part of the standard practice for competitive electric markets, LP&L will provide a current customer list to all certified retail electric providers so the providers can prepare for the transition, which may include sharing marketing materials.

Information included in the customer list:

• Premise information: service address, Electric Service Identifier (ESI ID), rate classification, and meter type
• Current occupant information: customer name, billing address, and monthly kilowatt-hour usage for the most recent 12-month period

Customers have the option to exclude their information from this shared list with retail electric providers. If you would like to exclude your information from the customer list, please call 806-775-2509 or email customerfirst@lpandl.com no later than August 31, 2023.

There is no cost or penalty associated with excluding your information from the list, however you will not receive promotions or other plan information from retail providers. You will still be able to view all available plans at PowerToChoose.org during the shopping window.

Customers excluding their information from the list should still select an electric provider during the shopping window. Those who do not will be assigned to a default provider, and LP&L will share contact and billing information with that provider for service enrollment purposes.

In order to transition to retail electric competition, City of Lubbock Utilities must reconcile all electric service accounts in 2023. After that time, the electric portion of your bill will be based on actual electricity usage during the billing period.

Once your account is reconciled, City of Lubbock Utilities will reflect the difference in your next billing statement. This will help us ensure a smooth transition to your new provider next year.

In order to transition to retail electric competition soon, Lubbock Power & Light will discontinue guard and flood light service starting on or after February 1, 2023.

If you wish to continue using guard and floodlights, you may be able to purchase the existing equipment from Lubbock Power & Light, subject to applicable terms and conditions, or you may be able to purchase new equipment to best meet your needs. Because retail electric providers will not offer this separate service and instead will include it as part of your overall electric bill, all guard and flood light equipment will need to be installed on the customer side of the meter. This may require you to hire a licensed electrician at your own expense.
